At least it is in the right direction ;-) I don't know what type of diet you follow, but I would say Yes, carbs are low, but the bigger concern (in my opinion) is that the fat is very high. As I say, depends on what diet you doing.

Maybe try reducing the total calorie intake instead? Going over your daily recommended 3 days in a row can inhibit the loss even if you are doing a low carb high fat diet, possibly try less than 1600, personally I felt that 1800 was too high on days that I am not exercising.
